You are an enterprise rethinking login and access management as well as privacy, and want the two to share one system. If you already run an identity provider you are happy with, weigh whether you need a second one.
Your customers do not log in to anything — they buy from you, and you hold their details. There is no identity estate to unify, just a DPDP obligation to meet, and you would rather meet it this week than run a four-phase programme.
Only in proportion to your risk. The Act requires you to be reasonably satisfied that a request really comes from the person whose data it is. For a business whose customers do not have logins, that is usually a sensible verification step, not an identity platform.
